A. Even God's forgiveness is balanced with justice:

NUM 14:1. And all the congregation lifted up their voice, and cried; and the people wept that night.

NUM 14:2. And all the children of Israel murmured against Moses and against Aaron: and the whole congregation said unto them, Would God that we had died in the land of Egypt! or would God we had died in this wilderness!

NUM 14:3. And wherefore hath the LORD brought us unto this land, to fall by the sword, that our wives and our children should be a prey? were it not better for us to return into Egypt?

NUM 14:11. And the LORD said unto Moses, How long will this people provoke me? and how long will it be ere they believe me, for all the signs which I have shewed among them?

NUM 14:12. I will smite them with the pestilence, and disinherit them, and will make of thee a greater nation and mightier than they.

NUM 14:13. And Moses said unto the LORD, Then the Egyptians shall hear it, (for thou broughtest up this people in thy might from among them;)

NUM 14:14. And they will tell it to the inhabitants of this land: for they have heard that thou LORD art among this people, that thou LORD art seen face to face, and that thy cloud standeth over them, and that thou goest before them, by day time in a pillar of a cloud, and in a pillar of fire by night.

NUM 14:15. Now if thou shalt kill all this people as one man, then the nations which have heard the fame of thee will speak, saying,

NUM 14:16. Because the LORD was not able to bring this people into the land which he sware unto them, therefore he hath slain them in the wilderness.

NUM 14:17. And now, I beseech thee, let the power of my LORD be great, according as thou hast spoken, saying,

NUM 14:18. The LORD is longsuffering, and of great mercy, forgiving iniquity and transgression, and by no means clearing the guilty, visiting the iniquity of the fathers upon the children unto the third and fourth generation.

NUM 14:19. Pardon, I beseech thee, the iniquity of this people according unto the greatness of thy mercy, and as thou hast forgiven this people, from Egypt even until now.

NUM 14:20. And the LORD said, I have pardoned according to thy word:

NUM 14:21. But as truly as I live, all the earth shall be filled with the glory of the LORD.

NUM 14:22. Because all those men which have seen my glory, and my miracles, which I did in Egypt and in the wilderness, and have tempted me now these ten times, and have not hearkened to my voice;

NUM 14:23. Surely they shall not see the land which I sware unto their fathers, neither shall any of them that provoked me see it:

2SA 12:7. And Nathan said to David, Thou art the man. Thus saith the LORD God of Israel, I anointed thee king over Israel, and I delivered thee out of the hand of Saul;

2SA 12:8. And I gave thee thy master's house, and thy master's wives into thy bosom, and gave thee the house of Israel and of Judah; and if that had been too little, I would moreover have given unto thee such and such things.

2SA 12:9. Wherefore hast thou despised the commandment of the LORD, to do evil in his sight? thou hast killed Uriah the Hittite with the sword, and hast taken his wife to be thy wife, and hast slain him with the sword of the children of Ammon.

2SA 12:10. Now therefore the sword shall never depart from thine house; because thou hast despised me, and hast taken the wife of Uriah the Hittite to be thy wife.

2SA 12:11. Thus saith the LORD, Behold, I will raise up evil against thee out of thine own house, and I will take thy wives before thine eyes, and give them unto thy neighbour, and he shall lie with thy wives in the sight of this sun.

2SA 12:12. For thou didst it secretly: but I will do this thing before all Israel, and before the sun.

2SA 12:13. And David said unto Nathan, I have sinned against the LORD. And Nathan said unto David, The LORD also hath put away thy sin; thou shalt not die.

2SA 12:14. Howbeit, because by this deed thou hast given great occasion to the enemies of the LORD to blaspheme, the child also that is born unto thee shall surely die.

1CH 21:1. And Satan stood up against Israel, and provoked David to number Israel.

1CH 21:2. And David said to Joab and to the rulers of the people, Go, number Israel from Beersheba even to Dan; and bring the number of them to me, that I may know it.

1CH 21:3. And Joab answered, The LORD make his people an hundred times so many more as they be: but, my lord the king, are they not all my lord's servants? why then doth my lord require this thing? why will he be a cause of trespass to Israel?

1CH 21:4. Nevertheless the king's word prevailed against Joab. Wherefore Joab departed, and went throughout all Israel, and came to Jerusalem.

1CH 21:5. And Joab gave the sum of the number of the people unto David. And all they of Israel were a thousand thousand and an hundred thousand men that drew sword: and Judah was four hundred threescore and ten thousand men that drew sword.

1CH 21:6. But Levi and Benjamin counted he not among them: for the king's word was abominable to Joab.

1CH 21:7. And God was displeased with this thing; therefore he smote Israel.

1CH 21:8. And David said unto God, I have sinned greatly, because I have done this thing: but now, I beseech thee, do away the iniquity of thy servant; for I have done very foolishly.

1CH 21:9. And the LORD spake unto Gad, David's seer, saying,

1CH 21:10. Go and tell David, saying, Thus saith the LORD, I offer thee three things: choose thee one of them, that I may do it unto thee.

1CH 21:11. So Gad came to David, and said unto him, Thus saith the LORD, Choose thee

1CH 21:12. Either three years' famine; or three months to be destroyed before thy foes, while that the sword of thine enemies overtaketh thee; or else three days the sword of the LORD, even the pestilence, in the land, and the angel of the LORD destroying throughout all the coasts of Israel. Now therefore advise thyself what word I shall bring again to him that sent me.

1CH 21:13. And David said unto Gad, I am in a great strait: let me fall now into the hand of the LORD; for very great are his mercies: but let me not fall into the hand of man.

1CH 21:14. So the LORD sent pestilence upon Israel: and there fell of Israel seventy thousand men.

1CH 21:17. And David said unto God, Is it not I that commanded the people to be numbered? even I it is that have sinned and done evil indeed; but as for these sheep, what have they done? let thine hand, I pray thee, O LORD my God, be on me, and on my father's house; but not on thy people, that they should be plagued.

2CH 36:15. And the LORD God of their fathers sent to them by his messengers, rising up betimes, and sending; because he had compassion on his people, and on his dwelling place:

2CH 36:16. But they mocked the messengers of God, and despised his words, and misused his prophets, until the wrath of the LORD arose against his people, till there was no remedy.

PRO 29:1. He, that being often reproved hardeneth his neck, shall suddenly be destroyed, and that without remedy.

MAT 21:33. Hear another parable: There was a certain householder, which planted a vineyard, and hedged it round about, and digged a winepress in it, and built a tower, and let it out to husbandmen, and went into a far country:

MAT 21:34. And when the time of the fruit drew near, he sent his servants to the husbandmen, that they might receive the fruits of it.

MAT 21:35. And the husbandmen took his servants, and beat one, and killed another, and stoned another.

MAT 21:36. Again, he sent other servants more than the first: and they did unto them likewise.

MAT 21:37. But last of all he sent unto them his son, saying, They will reverence my son.

MAT 21:38. But when the husbandmen saw the son, they said among themselves, This is the heir; come, let us kill him, and let us seize on his inheritance.

MAT 21:39. And they caught him, and cast him out of the vineyard, and slew him.

MAT 21:40. When the lord therefore of the vineyard cometh, what will he do unto those husbandmen?

MAT 21:41. They say unto him, He will miserably destroy those wicked men, and will let out his vineyard unto other husbandmen, which shall render him the fruits in their seasons.

MAR 12:1. And he began to speak unto them by parables. A certain man planted a vineyard, and set an hedge about it, and digged a place for the winefat, and built a tower, and let it out to husbandmen, and went into a far country.

MAR 12:2. And at the season he sent to the husbandmen a servant, that he might receive from the husbandmen of the fruit of the vineyard.

MAR 12:3. And they caught him, and beat him, and sent him away empty.

MAR 12:4. And again he sent unto them another servant; and at him they cast stones, and wounded him in the head, and sent him away shamefully handled.

MAR 12:5. And again he sent another; and him they killed, and many others; beating some, and killing some.

MAR 12:6. Having yet therefore one son, his wellbeloved, he sent him also last unto them, saying, They will reverence my son.

MAR 12:7. But those husbandmen said among themselves, This is the heir; come, let us kill him, and the inheritance shall be our's.

MAR 12:8. And they took him, and killed him, and cast him out of the vineyard.

MAR 12:9. What shall therefore the lord of the vineyard do? he will come and destroy the husbandmen, and will give the vineyard unto others.

2CH 33:1. Manasseh was twelve years old when he began to reign, and he reigned fifty and five years in Jerusalem:

2CH 33:2. But did that which was evil in the sight of the LORD, like unto the abominations of the heathen, whom the LORD had cast out before the children of Israel.

2CH 33:3. For he built again the high places which Hezekiah his father had broken down, and he reared up altars for Baalim, and made groves, and worshipped all the host of heaven, and served them.

2CH 33:4. Also he built altars in the house of the LORD, whereof the LORD had said, In Jerusalem shall my name be for ever.

2CH 33:5. And he built altars for all the host of heaven in the two courts of the house of the LORD.

2CH 33:6. And he caused his children to pass through the fire in the valley of the son of Hinnom: also he observed times, and used enchantments, and used witchcraft, and dealt with a familiar spirit, and with wizards: he wrought much evil in the sight of the LORD, to provoke him to anger.

2CH 33:7. And he set a carved image, the idol which he had made, in the house of God, of which God had said to David and to Solomon his son, In this house, and in Jerusalem, which I have chosen before all the tribes of Israel, will I put my name for ever:

2CH 33:8. Neither will I any more remove the foot of Israel from out of the land which I have appointed for your fathers; so that they will take heed to do all that I have commanded them, according to the whole law and the statutes and the ordinances by the hand of Moses.

2CH 33:9. So Manasseh made Judah and the inhabitants of Jerusalem to err, and to do worse than the heathen, whom the LORD had destroyed before the children of Israel.

2CH 33:10. And the LORD spake to Manasseh, and to his people: but they would not hearken.

2CH 33:11. Wherefore the LORD brought upon them the captains of the host of the king of Assyria, which took Manasseh among the thorns, and bound him with fetters, and carried him to Babylon.

2CH 33:12. And when he was in affliction, he besought the LORD his God, and humbled himself greatly before the God of his fathers,

2CH 33:13. And prayed unto him: and he was intreated of him, and heard his supplication, and brought him again to Jerusalem into his kingdom. Then Manasseh knew that the LORD he was God.

2CH 33:14. Now after this he built a wall without the city of David, on the west side of Gihon, in the valley, even to the entering in at the fish gate, and compassed about Ophel, and raised it up a very great height, and put captains of war in all the fenced cities of Judah.

2CH 33:15. And he took away the strange gods, and the idol out of the house of the LORD, and all the altars that he had built in the mount of the house of the LORD, and in Jerusalem, and cast them out of the city.

2CH 33:16. And he repaired the altar of the LORD, and sacrificed thereon peace offerings and thank offerings, and commanded Judah to serve the LORD God of Israel.

2CH 33:17. Nevertheless the people did sacrifice still in the high places, yet unto the LORD their God only.

2CH 33:18. Now the rest of the acts of Manasseh, and his prayer unto his God, and the words of the seers that spake to him in the name of the LORD God of Israel, behold, they are written in the book of the kings of Israel.

2CH 33:19. His prayer also, and how God was intreated of him, and all his sins, and his trespass, and the places wherein he built high places, and set up groves and graven images, before he was humbled: behold, they are written among the sayings of the seers.

JER 15:1. Then said the LORD unto me, Though Moses and Samuel stood before me, yet my mind could not be toward this people: cast them out of my sight, and let them go forth.

JER 15:2. And it shall come to pass, if they say unto thee, Whither shall we go forth? then thou shalt tell them, Thus saith the LORD; Such as are for death, to death; and such as are for the sword, to the sword; and such as are for the famine, to the famine; and such as are for the captivity, to the captivity.

JER 15:3. And I will appoint over them four kinds, saith the LORD: the sword to slay, and the dogs to tear, and the fowls of the heaven, and the beasts of the earth, to devour and destroy.

JER 15:4. And I will cause them to be removed into all kingdoms of the earth, because of Manasseh the son of Hezekiah king of Judah, for that which he did in Jerusalem.

MAT 5:44. But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you;

MAT 5:45. That ye may be t

he children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust.

HEB 6:7. For the earth which drinketh in the rain that cometh oft upon it, and bringeth forth herbs meet for them by whom it is dressed, receiveth blessing from God:

HEB 6:8. But that which beareth thorns and briers is rejected, and is nigh unto cursing; whose end is to be burned.

B. He does not forgive wicked or unrepentant offenders:

ISA 22:12. And in that day did the Lord GOD of hosts call to weeping, and to mourning, and to baldness, and to girding with sackcloth:

ISA 22:13. And behold joy and gladness, slaying oxen, and killing sheep, eating flesh, and drinking wine: let us eat and drink; for to morrow we shall die.

ISA 22:14. And it was revealed in mine ears by the LORD of hosts, Surely this iniquity shall not be purged from you till ye die, saith the Lord GOD of hosts.

MAT 12:31. Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men: but the blasphemy against the Holy Ghost shall not be forgiven unto men.

MAT 12:32. And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come.

JOH 15:26. But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me:

ROM 1:29. Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,

ROM 1:30. Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents,

ROM 1:31. Without understanding, covenantbreakers, without natural affection, implacable, unmerciful:

ROM 1:32. Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them.

ROM 2:2. But we are sure that the judgment of God is according to truth against them which commit such things.

ROM 2:3. And thinkest thou this, O man, that judgest them which do such things, and doest the same, that thou shalt escape the judgment of God?

HEB 10:26. For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,

HEB 10:27. But a certain fearful looking for of judgment and fiery indignation, which shall devour the adversaries.

HEB 10:28. He that despised Moses' law died without mercy under two or three witnesses:

HEB 10:29. Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?

HEB 10:30. For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people.

HEB 10:31. It is a fearful thing to fall into the hands of the living God.

C. Sometimes interceding prayer will not make Him forgive:

JER 7:16. Therefore pray not thou for this people, neither lift up cry nor prayer for them, neither make intercession to me: for I will not hear thee.

JER 14:7. O LORD, though our iniquities testify against us, do thou it for thy name's sake: for our backslidings are many; we have sinned against thee.

JER 14:8. O the hope of Israel, the saviour thereof in time of trouble, why shouldest thou be as a stranger in the land, and as a wayfaring man that turneth aside to tarry for a night?

JER 14:9. Why shouldest thou be as a man astonied, as a mighty man that cannot save? yet thou, O LORD, art in the midst of us, and we are called by thy name; leave us not.

JER 14:10. Thus saith the LORD unto this people, Thus have they loved to wander, they have not refrained their feet, therefore the LORD doth not accept them; he will now remember their iniquity, and visit their sins.

JER 14:11. Then said the LORD unto me, Pray not for this people for their good.

JER 14:12. When they fast, I will not hear their cry; and when they offer burnt offering and an oblation, I will not accept them: but I will consume them by the sword, and by the famine, and by the pestilence.

JER 16:5. For thus saith the LORD, Enter not into the house of mourning, neither go to lament nor bemoan them: for I have taken away my peace from this people, saith the LORD, even lovingkindness and mercies.

JER 15:1. Then said the LORD unto me, Though Moses and Samuel stood before me, yet my mind could not be toward this people: cast them out of my sight, and let them go forth.

EZE 14:14. Though these three men, Noah, Daniel, and Job, were in it, they should deliver but their own souls by their righteousness, saith the Lord GOD.

EZE 14:18. Though these three men were in it, as I live, saith the Lord GOD, they shall deliver neither sons nor daughters, but they only shall be delivered themselves.

EZE 14:20. Though Noah, Daniel, and Job were in it, as I live, saith the Lord GOD, they shall deliver neither son nor daughter; they shall but deliver their own souls by their righteousness.

D. It is right and godly to hate the anti-God wicked:

ECC 3:8. A time to love, and a time to hate; a time of war, and a time of peace.

2CH 19:2. And Jehu the son of Hanani the seer went out to meet him, and said to king Jehoshaphat, Shouldest thou help the ungodly, and love them that hate the LORD? therefore is wrath upon thee from before the LORD.

PSA 26:5. I have hated the congregation of evil doers; and will not sit with the wicked.

PSA 97:10. Ye that love the LORD, hate evil: he preserveth the souls of his saints; he delivereth them out of the hand of the wicked.

PSA 139:21. Do not I hate them, O LORD, that hate thee? and am not I grieved with those that rise up against thee?

PSA 139:22. I hate them with perfect hatred: I count them mine enemies.

E. The unrepentant wicked are not forgiven & must pay for their evil-doing:

2TH 1:6. Seeing it is a righteous thing with God to recompense tribulation to them that trouble you;

2TH 1:7. And to you who are troubled rest with us, when the Lord Jesus shall be revealed from heaven with his mighty angels,

2TH 1:8. In flaming fire taking vengeance on them that know not God, and that obey not the gospel of our Lord Jesus Christ:

2TH 1:9. Who shall be punished with everlasting destruction from the presence of the Lord, and from the glory of his power;

REV 6:9. And when he had opened the fifth seal, I saw under the altar the souls of them that were slain for the word of God, and for the testimony which they held:

REV 6:10. And they cried with a loud voice, saying, How long, O Lord, holy and true, dost thou not judge and avenge our blood on them that dwell on the earth?

REV 6:11. And white robes were given unto every one of them; and it was said unto them, that they should rest yet for a little season, until their fellowservants also and their brethren, that should be killed as they were, should be fulfilled.

REV 16:5. And I heard the angel of the waters say, Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.

REV 16:6. For they have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.

PRO 25:21. If thine enemy be hungry, give him bread to eat; and if he be thirsty, give him water to drink:

PRO 25:22. For thou shalt heap coals of fire upon his head, and the LORD shall reward thee.

ROM 12:19. Dearly beloved, avenge not yourselves, but rather give place unto wrath: for it is written, Vengeance is mine; I will repay, saith the Lord.

ROM 12:20. Therefore if thine enemy hunger, feed him; if he thirst, give him drink: for in so doing thou shalt heap coals of fire on his head.

DEU 32:35. To me belongeth vengeance and recompence; their foot shall slide in due time: for the day of their calamity is at hand, and the things that shall come upon them make haste.

GEN 6:5. And God saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually.

GEN 6:6. And it repented the LORD that he had made man on the earth, and it grieved him at his heart.

GEN 6:7. And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air; for it repenteth me that I have made them.

GEN 6:11. The earth also was corrupt before God, and the earth was filled with violence.

GEN 6:12. And God looked upon the earth, and, behold, it was corrupt; for all flesh had corrupted his way upon the earth.

GEN 6:13. And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.

GEN 7:21. And all flesh died that moved upon the earth, both of fowl, and of cattle, and of beast, and of every creeping thing that creepeth upon the earth, and every man:

GEN 7:22. All in whose nostrils was the breath of life, of all that was in the dry land, died.

GEN 7:23. And every living substance was destroyed which was upon the face of the ground, both man, and cattle, and the creeping things, and the fowl of the heaven; and they were destroyed from the earth: and Noah only remained alive, and they that were with him in the ark.

2PE 2:4. For if God spared not the angels that sinned, but cast them down to hell, and delivered them into chains of darkness, to be reserved unto judgment;

2PE 2:5. And spared not the old world, but saved Noah the eighth person, a preacher of righteousness, bringing in the flood upon the world of the ungodly;

2PE 2:6. And turning the cities of Sodom and Gomorrha into ashes condemned them with an overthrow, making them an ensample unto those that after should live ungodly;

JUDE 6. And the angels which kept not their first estate, but

left their own habitation, he hath reserved in everlasting chains

under darkness unto the judgment of the great day.

JUDE 7. Even as Sodom and Gomorrha, and the cities about them in like manner, giving themselves over to fornication, and going after strange flesh, are set forth for an example, suffering the vengeance of eternal fire.

JUDE 14. And Enoch also, the seventh from Adam, prophesied of these, saying, Behold, the Lord cometh with ten thousands of his saints,
