A. Satan could only afflict Job as God permitted:

JOB 1:6. Now there was a day when the sons of God came to present themselves before the LORD, and Satan came also among them.

JOB 1:7. And the LORD said unto Satan, Whence comest thou? Then Satan answered the LORD, and said, From going to and fro in the earth, and from walking up and down in it.

JOB 1:8. And the LORD said unto Satan, Hast thou considered my servant Job, that there is none like him in the earth, a perfect and an upright man, one that feareth God, and escheweth evil?

JOB 1:9. Then Satan answered the LORD, and said, Doth Job fear God for nought?

JOB 1:10. Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.

JOB 1:11. But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face.

JOB 1:12. And the LORD said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD.

JOB 2:1. Again there was a day when the sons of God came to present themselves before the LORD, and Satan came also among them to present himself before the LORD.

JOB 2:2. And the LORD said unto Satan, From whence comest thou? And Satan answered the LORD, and said, From going to and fro in the earth, and from walking up and down in it.

JOB 2:3. And the LORD said unto Satan, Hast thou considered my servant Job, that there is none like him in the earth, a perfect and an upright man, one that feareth God, and escheweth evil? and still he holdeth fast his integrity, although thou movedst me against him, to destroy him without cause.

JOB 2:4. And Satan answered the LORD, and said, Skin for skin, yea, all that a man hath will he give for his life.

JOB 2:5. But put forth thine hand now, and touch his bone and his flesh, and he will curse thee to thy face.

JOB 2:6. And the LORD said unto Satan, Behold, he is in thine hand; but save his life.

JOB 2:7. So went Satan forth from the presence of the LORD, and smote Job with sore boils from the sole of his foot unto his crown.

B. God rules over the entire world:

DAN 4:17. This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.

DAN 4:34. And at the end of the days I Nebuchadnezzar lifted up mine eyes unto heaven, and mine understanding returned unto me, and I blessed the most High, and I praised and honoured him that liveth for ever, whose dominion is an everlasting dominion, and his kingdom is from generation to generation:

DAN 4:35. And all the inhabitants of the earth are reputed as nothing: and he doeth according to his will in the army of heaven, and among the inhabitants of the earth: and none can stay his hand, or say unto him, What doest thou?

PSA 24:1. The earth is the LORD's, and the fulness thereof; the world, and they that dwell therein.

ACT 17:24. God that made the world and all things therein, seeing that he is Lord of heaven and earth, dwelleth not in temples made with hands;

PSA 89:11. The heavens are thine, the earth also is thine: as for the world and the fulness thereof, thou hast founded them.

JOB 41:11. Who hath prevented me, that I should repay him? whatsoever is under the whole heaven is mine.

C. But within limitations He allows the devil to rule it:

JER 27:5. I have made the earth, the man and the beast that are upon the ground, by my great power and by my outstretched arm, and have given it unto whom it seemed meet unto me.

LUK 4:5. And the devil, taking him up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time.

LUK 4:6. And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it.

JOH 12:31. Now is the judgment of this world: now shall the prince of this world be cast out.

JOH 14:30. Hereafter I will not talk much with you: for the prince of this world cometh, and hath nothing in me.

JOH 16:11. Of judgment, because the prince of this world is judged.

2COR 4:4. In whom the god of this world hath blinded the minds of them which believe not, lest the light of the glorious gospel of Christ, who is the image of God, should shine unto them.

EPH 2:2. Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience:

D. The devil rules over the fallen angels:

MAT 12:24. But when the Pharisees heard it, they said, This fellow doth not cast out devils, but by Beelzebub the prince of the devils.

LUK 11:15. But some of them said, He casteth out devils through Beelzebub the chief of the devils.

REV 12:3. And there appeared another wonder in heaven; and behold a great red dragon, having seven heads and ten horns, and seven crowns upon his heads.

REV 12:4. And his tail drew the third part of the stars of heaven, and did cast them to the earth: and the dragon stood before the woman which was ready to be delivered, for to devour her child as soon as it was born.

REV 12:7. And there was war in heaven: Michael and his angels fought against the dragon; and the dragon fought and his angels,

REV 12:8. And prevailed not; neither was their place found any more in heaven.

REV 12:9. And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
